The scheme in brief

How DGR security agency sponsorship works

  • A retired defence officer is empanelled with DGR for one state and holds a PSARA licence in his own name for that state.
  • Sponsorship is offered in a cyclic order of seniority within the state. Sponsorship is not a contract: the contract is won through bidding on GeM.
  • The service charge is set by bidding on GeM, with a ceiling laid down by the Ministry of Defence.
  • The officer must run the agency personally. It cannot be handed to another person to run.

This is a plain-language summary, not legal advice. Rules are revised from time to time; check the current DGR notifications.

Who this page is for. This information service is meant only for officers and personnel of the Indian defence forces who are eligible for, hold, or wish to apply for a DGR security agency sponsorship. Read exactly who we mean.

AKSSA is not affiliated with DGR or the Ministry of Defence. Nothing here is legal advice. Figures come from lists that DGR publishes and may lag the latest position.
A fair question

Is a DGR agency really that hard?

Moving into civilian life after service is a big change, and running a business can feel like a new kind of posting with unfamiliar rules. You may have heard that DGR agencies run into trouble over compliance, and wondered whether it is worth the risk.

The honest picture is more encouraging. The compliance rules are specific, they are written down, and they can be learnt. Officers who learn them early and follow them month after month run steady agencies.

The facts. On the latest state lists we track, 1,406 agencies are active across 30 states, with about 69,524 guards on duty. DGR empanelled 714 agencies in 2025 alone (Rajya Sabha Unstarred Question 2593, 16 March 2026).
Figures as of the list dated 3 Nov 2026.

What keeps an agency steady

  • A PSARA licence for the whole state, held before empanelment.
  • Wages paid through the bank by the 7th of each month, at no less than the wage notified by DGR.
  • EPF and ESI deposited on time, with proof shared with your guards.
  • Strength returns filed on 1 January and 1 July, and Form AS 26 by 30 July.

These are routines, not mysteries. If you are an eligible officer thinking about the DGR facility, it is worth a serious look. Registered officers see state-wise figures and how the waitlist has moved between lists.
